If you can imagine a place where every citizen is polite, considerate to others, has a great sense of humour and well being, plus a firm belief that they hold a higher moral standard than other nationalities, then you would be imagining the great nation of Canada.
Canada has two official languages, French and English. French is spoken predominantly in the far reaches of Quebec, remote areas of some maritime provinces, and by tourists from France visiting Toronto.
